Odd Remote Web workplace Issue on SBS

Have a client who’s support we have taken over, they never used/had RWW but used VPN and then RDP to their Terminal Server.

So as their controller is an SBS 2003 box, we have setup and configured RWW access, so far so good, however if we login as administrator the main page comes up almost immediatley, but as normal Mobile Users, the initial page takes over 2 minutes?

Any ideas, searched, googled, but so far nothing works to sort out this issue?
