OE block

On most of my mail, even mail I have previously opened, if there is an attachment, I get a yellow flag that says:

OE removed access to the following unsafe attachments in your mail,

and then it names the e-mail that contains the blocked attachment.

Some of this mail is from very secure government sources which I have previously opened. None of the usual remedies work. I have no idea how this got on my machine, nor do I know how to retrieve my attachments. If you can help me on this problem I would be very grateful. Thank you very much, Joann
