Office 365 user picture

We have a problem with our office 365 not change profile picture when we update the thumbnail picture on a user.

We have a local active directory that syncs with azure active directory sync. images came out nicely in the admin panel but are not changed in the user’s profile. I have talked to Microsoft support and they say it is only the first time the image is changed when the user does not have one but the aftermath it cannot be changed since it has been set once. Someone who should have a solution for this?
