Offsite Additional Domain Controller’s Network is slowed to a crawl

I have been battling something that is just about driving me nuts. I have a network in Oregon that runs perfectly. My office opened another building in Texas, where we put in another network same amount of computers and another server acting as an additional domain controller. Both servers are HP ProLiant DL380 G5’s and both are running Windows Server 2003 R2 Standard Edition 32bit.

The problem is that my Oregon network runs perfect, but the Texas network is slowed to a crawl, so slow that just openning my computer on a desktop or even on the server takes around 30 seconds+. Any ideas what to look for? DCDiag and NetDiag all pass with no errors, replication works fine, and DNS works too.
