Open file monitor for WIN 95/98

Does anyone know of an accurate open file and virtual device monitor that is not a resource hog and reports complete file version and path from which it was loaded? This would be an invaluable tool in the hunt for dll @ vxd conflicts on windows machines after installing a new program and then having problems with older programs.
