Open file problems

Have a Win 2003 Server with an Acrobat PDF file even the Administrator cannot delete. It keeps telling me a program or user has it open. But when I check for any locks in Computer Management\Shared Folders\Open Files, nothing comes up. Ran anti-virus scan on the file, too.
Any ideas?
