Open pdf on Citrix Term Srvr on Internet

Viewing pdf files located on a Citrix Metaframe server from the internet.

I’ve created a IIS frontpage website with a link to a citrix metaframe terminal server to view Acrobat pdf files.
I used the publish application manager in Citrix Metaframe to create a .ica file to open the pdf file.
From the Website pdf file won’t open, error message “The Citrx server is unable to process your request to start this published application Please try again”
acrobat 4.0 is loaded on the terminal server.
why is this not working?
