Open Ports in Windows XP SP2 (without Firewall)

Hi,

I would like to know how can I open ports in windows XP, such as my FTP port?

Please note that my Firewall is disabled and the ports have been closed by a spyware program called Norton Security scan. 🙁

Is there any dos command to open the port or am I stuck and have to reinstall Windows?
