Oracle Business Rule

Hi I am using OBR for Business Logic.
I am unable to use more than one ruleset (i.e. other than main) from the same rules dictionary.
The process take only one ruleset into consideration and that too in LIFO manner.
the one that is added in the end is the one that is being executed.

please let me know how to do this.
