OS cannot go on after bios test

i have two pc (very old one….PII)
the problem is that it cannot go on after POST, i tried almost 3 different HDD (old one also..600mb) uses different memory also but still same problem, is it motherboard problem or what? the hdd has win98 to run, after POST, the screen hangs as for me to wait for a lifetime….
