OU Admin locked out after domain admin resets user password?

What would cause a user’s account to be inaccessible by the OU admin after a domain admin changes the user’s password? I get an access denied message when I try to change a user’s password if the domain admin was the last person to change that user’s password (even as far back as a year!). AD is on Windows 2003 server.
