Out look Memory Message

When I try to attach a document to an email from Outlook 2000 on a windows NT4.0 SP6 PC,
I get a Pop up error message “Microsoft Outlook” “Out of Memory or system resources. Close some windows or programs and try again.” It does not matter how manywindows are open the process does not work even off a clean boot with no other applications running. There is more than enough physical memory installed on the PC (128MB). I have also tried moving the source file to the root of the C:\ drive on the host machine that did not help either. Steps taken uninstall and reinstall Outlook, then remove and reinstall Microsoft Office. None of the actions taken have resulted in a successful outcome. Any suggestions would be welcome
