Outlook 2003 Error 0x800CCC90 after installing Symantec Endpoint 11.0

After installing Symantec EndPoint 11.0 I encountered arror 0x800CCC90 when attempt to receive POP3 E-mail. I worked around it by changing the port on the outgoing mail server in the Symantec EndPoint 11.0 AntiVirus and AntiSpam settings for E-mail auto protect to 25 instead of 110. However as the computer restarts the value resets to 110. Has any one run into this problem. If yes has a solution been found yet.
