Outlook 2003 Not Archiving

My company is running a exchange server for 10+ users. One user wants to archive their Outlook 2003 Deleted Emails and Sent Emails to an external HD. When I go to File>Archive>Deleted Items>and choose the file path and destination only the folders copy, not the emails. I have checked into modified date and this does not seem to be the issue.
