Outlook 2003 Time-Zone Oddity

I have a user who is seeing internal calendar requests as the correct time. He is receiving a calendar request from an external source and the meeting request is an hour ahead. Supposedly his contact is having no issues with his calendar requests. My user’s laptop is already updated with all the most current service packs and all that. Where could the problem be at?
