Outlook 2003 Toolbars in opened messages

One of my users does not have Outlook toolbar available in an opened message. Toolbars are prensent in Outlook but just not in the opened e-mail message. Running Exchage Server configuration with clients on Outlook (2003). Have updated MS Office and used repair disk but no help.
