Outlook deleted rule still working

I have a user that had created a rule and it worked fine. Then she deleted it but discovered the “rule” was still acting like it was in place. She says this has happened before with other rules. She had to reinstate the rule in order to receive the e-mail she was missing. So in essence, once she creates a rule, she can never delete it.

This is on a Windows XP machine using Exchange 2000. There are no rules on the server and no other user is having this issue. Any ideas why the rules are not really deleting?
