Outlook Express

I transferred my Outlook Express personal folder from my old computer to a new one.

When copying, I pasted my personal folder to my desktop. Now it will not let me delete or move.. it says” not allowed as being used by another” like the outlook is open, even though outlook express is close. A copy of this same file resides with my other pst files.

Anyone run into this? How do I delete or move?
