Outlook issue

Corporate environment.

XP Pro Outlook 2003 (mailbox resides on a Exchange 2003 server)

Client can’t reply to email. Error: The Operation Failed. Tried recreating outlook profile with no luck. Uninstall/reinstall no luck. IE shows Outlook as the default mail program. Help?
