Outlook Journal/File Tracking Software

We had a client who just migrated from Windows 2K3 Small Business Server which has Exchange 2003 integrated to Windows Server 2003 with Exchange 2007 as separate roles. 3 users that use Outlook Journal cannot track files stored on a file server. They were able to do this on SBS, but not now.

Has anyone come across this, or does anyone know if there are alternative software packages which can track files on a file server?
