outlook mail problems

Hi
I am in the uk I can recieve mail through my isp server, but keeps asking me to enter my user name and password, I have tried everything, even changed it with ips and it still keeps popping up and cannot send mail, cant find ant assistance anywhere. Is really bugging me now. Can anyone help?
