Outlook Security blocks attachments

Outlook 2000 SR-1 version 9.0.0.4201
This version is not allowing attachments with MDB extensions to open. How does one adjust the security filter to “prompt to scan” instead of blocking the extension. Note, we can zip the file and work that way.
