outlook timestamp hour off but server shows correct time

I have NT4.0 server with Exchange 5.5 SP4. The time on server is right but the emails are an hour off. If I change the time an hour back in the server the time in the emails will be right?? Doesnt make sense..Time zones are correct on both ends. But if its 8:00 and the server says 8 the emails will have a time of 9. If I change the server to 7:00 then the emails will say 8:00.. Why would this happen? Time time is correct on the pcs too.
