Outlook won’t create server side rules

I am trying to setup up some server side rules so my mail go’s to the correct folders on both my iphone and my desktop. However whenever i create the rules in outlook it only creates client side rules and has no effect on the exchange server.

We are running Exchange 2003 and Outlook 2007.
