overclock or upgrade?

Hey, My pc is being used as a print server. My problem is that the cpu useage is at 100% all the time. It is a intel Cayman CA810 with 550 mhz and 256 MB of ram. Now when it starts to print the useage come down, but while idling the cpu is again 100%. What is the best way to proceed?
