Overclocking question

I found these settings in my BIOS:
CPU Host/PCI/Spread Spec.

DEFAULT
100/33MHz/-0,5%
102/34MHz/OFF

And the list continues and values increase. If I select higher values than default, am I overclocking then? How high you recommend these values should be. What happens when the frequency of PCI increases? Is it okay?
