OWA 2003 does not automatically forward messages to other email account

I have setup a new rule to automatically forward messages to another email account (i.e. yahoo), from my outlook mail exchange 2003, and it is not forwarding emails.
If I set the rule to forward to another exchange email account on the same exchange server, it works.
Any idea??
