OWA Calendar

I have a network with over 200 clients using Exchange 5.5. with clients using Outlook. Some users can use OWA and see all current appointments and contact, others can not. We were using Schedular + before going to Outlook, can this be the issue? What is the proper fix or configuration to resolve this issue
