OWA wont authenticate

I have OWA set up on a server and when I try and login it will not work. I have made sure that the users password is correct and that he has the external access enabled on his profile. When i go to mail.xxxxxx.com/exchange it gives me the login and I type the domain\username and password but it keeps coming back as access denied. It is a domain.local but I didn’t think that mattered to much. I am trying to do this internally for now I will work on the externally later. I checked the IIS and the site is up and running. Any Ideas.
