Pacbell DSL and Exchange Server

I have been having problems with Pacbell DSL connection and Exchange server. When sending, replying or forwarding messages I get this error “network resources are preventing connection to the Microsoft Exchange computer” I can receive messages, butcan’t send them. If i use any other form of connection (Dial UP, Cable) it works fine. Can you please help me?
