Partition Problems

I was given a PC with WINNT that has 2 hard drives. Unfortunately, the second HD was installed without being formatted, so I have 2 HD’s with 2 partitions. In essence there are 2 physical drives and 4 logical drive letters. C: D: E: F:
C&D is the 1st HD it has a 2GB FAT on C: and it has 2GB NTFS D: I want to keep that intacked because the main OS is on this HD.

But the 2nd HD also has a 2GB FAT on E: and it has a 8GB NTFS F: This is the HD I want to format NTFS and merge the two partitions if I can. I tried Disk Administrator but it will not let me format the E: or F: drive.

Any ideas how this can be done without a third party software? or is Partition Magic my only recourse.

Need ideas.
