password

Actually we have a server and other local machines.in one of them i created a password its working.but the problem is that i cant mention the rights for that user.eg – i cant hide add or remove programs for that user.but i used group policy and hidden that option.but it is applied to administrator also.wat to do to give rights only to that local user…..
