Password Admin

I’m trying to give Password Admin rights to my helpdesk group. I’ve followed the TID #10015319, 2942076 and others from the Novell site, but nothing seems to work. The one thing I’ve noticed is that there is no “tick” next to the “Password Management” property. I cannot find a way to make that tick appear. Any ideas would be greatly appreciated.
