PASSWORD RESET

I am the division “guru” and am havign a security issue everyone has everyone elses password. I have been told informally of soem pretty severe security breaches but no one will file a report. The “reason” everyoen has everyone has everyoen elses password is due to absense and acces to email doccumentation on pending orders etc.
is there anyway i can reset the password remotely rather than bothering the netadmin everytime someone is out so i can institiute a dont ask dont tell password policy?
