Passwords server 2003

Hello

We have a windows server 2003 cluster.
Our Director wants that we give the passwords of employes to theirs boss.

I try to discover I way to see the passwords that user create but I didn’t found.
So we create a software to make passwords automatically with 4 letters and 4 or 5 numbers send to the email of user and their boss.

But in my opinion If someone gave a password to the user like this “JHGF54717” what the user is gonna make is write the password on a paper and put on a drawer and the security of passwords is gonna away.

What do you think?
