Paypal cant confirm or deny e-mail

I forwarded a questionalble paypal e-mail to spoof@paypal.com they responded with, “unable to determine whether this e-mail came from paypal or not you might try e-bay.” Are these people that bad or the crooks that good or am I just missing something here? How about SEC R14
