Pc cant shutdown either restart!!

I had this problem, once i try to shutdown my computer i cant boot it back to normal state! This also apply on restart too. Either i get no image from my screen with a normal boot up sound or straight away get the display problem sound with a countinues non stop beep. I have to leave my computer on all night long
