pc power up

hi guys just a quick question plz……my brothers pc is acting up , some times it powers up and work fine and other times it seems to power up , you can hear the fan going but the pc doesnt come on?
Opened the tower and everything seems to be connected. extra ram has been added recently but the pc worked ok for the first few days
