pci lucent modem on w98

after reinstalling w98se my lucent internal modem
dials numbers but does not negotiate. answer is either “disconnected from the pc you’re dialing”
or “line busy”.
correct driver already installed but still doesn’t work. also phone is cut off whenever I plug the modem in.
any ideas?
