PCI modems and Com Ports

Is there an internal PCI modem that supports com port assignments? I have US Robotics PCI fax modems and they are locked to com port 5. My vendor says all pci modems are locked to com port 5. Some of the software that is being run on the pc’s can’t use com port 5.
