PCI slot failure after hard drive format

i have reformated my hard drive, delting the original partition and reinstaled a new partition and windows 2000. Now windows doesn’t detect any hardware pluged into my PCI slots. Am i missing a driver or can you turn these slots on or off? Please help, can’t connect my modem to get online.
