Per Server Licenses Doubled?

My Win2k server is licensed with 40 per server licenses. I noticed today that the No. of licenses being used was 38 when we currently only have 17 workstations. Why are there so many more licenses being used?

I have ready the previous question posted in Q&A about per seat mode and not to worry about per server nos. What is utilizing the server licenses?
