Permisions for copy

Hi I am new to server side administration.i have a large amount of data.I share that to users and gave permissions.now i have a problem that i want to set permissions to some users like, the user can,t copy the network files in local system, usb drives,cd drives.so how to set permissions or is there any other options for this.
