permissions

There is a folder Marketing at the root dir and shared out to all users. It is required that users not be allowed to add any folders/files to this folder. Inside this folder, there exists many subfolders, and users are allowed to add files/folders, modify exisitng files, but not allowed to delete any folders/files inside these subfolders. Appreciate advise on how to set the ntfs and shared permissions to achieve this.
