Perms

Does anyone know if there’s a tool available that will produce a snapshot of people with the most permissions? For example, say I have 10 users, all of which have Domain Users, AccountingUsers, and HRUsers, but one of the 10 has DomainAdmins…is there a utility that will find this person, or at least enumerate them?
