Personalized Outlook Templates and Stationery

TechRepublic sends out their monthly newsletter via email which has graphics, background colors, and is personalized with my name. The CEO of the company I work for has asked me to design a template or stationery such as that in Outlook 2003. Can you advise on how to design one or perhaps a site where I can obtain more information. Thank you. Claudia
