Photo Editor permission in Windows2000

After I load Office 2000 on a w2k pro machine, a regular user in the users group cannot use Photo Editor to open any jpeg files. But if I logon as administrator I can open any jpeg file i want. I checked the file types and they are all correct. The error message I am getting is:

“No file format information found in the registry.”

“Unknown file format.”

I thought that maybe it was trying to read something out of the registry and couldn’t, but all the permissions are correct. I do not want to have to give users administrator privledges just open a jpeg file.
