Photo Editor

I have a computer running Windows 2000Pro. In the past graphic files were able to be viewed automatically by Microsoft Photo Editor. However, now Photo Editor launches without bringing up the picture. I tried changing the viewer to Microsoft Paint however, the user does not have rights Administrator rights to their local computer. I have taken all of the steps to give them this right but have still had no luck. Can anyone suggest a way that I can fix any of the above?
