PHP and IIS7 Help!

So I am working on getting a scheduler working and I am having the hardest time. Anyways I am not sure my php is configured correctly.

Here is a description of the error I am receiving

I believe I have all the necessary roles installed along with all correct ntfs settings for the file systems. Any help? If I need to give more information just ask!
