Ping times

We are having problems communicating over a dedicated t-1 link. Can anyone tell me what I should expect in terms of data loss say with a 5000 byte packet and what the time should be. The link is about 30 miles in 2 segments that pass through a telco switch. If I ping the remote end with a 5000 byte pack I get a 19% data loss with an average time of 267ms. The problem is I don’t know if this is good or bad.
